YU & Associates (YU) acted as an environmental consultant for the Dormitory Authority of the State of New York (DASNY) for the renovation of the Meister Hall Building at Bronx Community College. The renovation of Meister Hall aims to promote a centralized location for student services involving multiple locations undergoing major modifications.
YU performed multiple site inspections for hazardous material to identify potential asbestos containing material (ACM). Additional inspections were conducted to locate possible lead-containing paint and PCB content in suspect material as well as Universal ad Hazardous Waste directly impacted by renovations.
Based on laboratory results, YU prepared a hazardous materials survey report including material type, locations, estimated quantities and condition of ACM and hazardous materials present in the parts of the building potentially to be impacted. A cost estimate for the removal and abatement of hazardous materials from the areas that will be directly impacted by future renovation or demolition work was also submitted for consideration.
YU oversaw the abatement contractor, and conducted Project Monitoring and Air Sampling to ensure all abatement activities were conducted in accordance with Environmental Protection Agency (EPA) and NYS Department of Labor (DOL) regulation. During asbestos and lead paint abatements, YU’s Project Monitors oversaw the daily abatement work conducted by the abatement contractor and ensured compliance with regulatory and contractual specifications through frequent visual inspections. Air monitoring in and around the asbestos removal work areas was conducted to determine the effectiveness of the engineering controls. Background, preparation, during, and final air clearance sample collection and visual inspections at the completion of asbestos removal were conducted to document compliance with specification standards, and regulatory protocols.
