MTI Residential Service Building

YU & Associates, Inc. (YU), as part of design team, has completed a Schematic Submission Report for the proposed new building at the South Beach Psychiatric Center in Staten Island, Richmond County, New York. The purpose of the report was to identify the scope of environmental and civil engineering work for the new building, identify special permits, SEQRA review and EAF preparation. The project was subject to review under SEQRA for NY state and local agencies permits. After full and thorough review of all supporting documents the project, was classified according to regulation 6 NYCRR Part 617, SEQRA requirements. Project being a state facility, it was unclear if the project would be classified as a Type I or Unlisted. The project among many other tasks, involved wetland permits review due to possible presence of phragmite. State pollutant discharge elimination system review was conducted due to size of the project and the state requirements. As part of the project scope of work, proposal to relocate the utilities was also reviewed. Additionally, YU had submitted a short environmental assessment form (SEAF) after the project was classified under unlisted action, subject to SEQR compliance. At every point during the project, YU updated the client continuously and informed them of all reviews, project progress and suggestions. As a result of this, the project was completed successful within a short time, saving the client considerable amount of money.
